Background

An ISP is an entity that offers Internet access using various connectivity methods (and speeds) such as dial-up, cable modem, DSL, wireless, or dedicated high-speed interconnects. ISPs may be telecommunication companies themselves, or independent smaller structures altogether. These provide various services like secure access and VPN, search capabilities, email, remote data storage, and a host of others that may be unique to their customers. Telcos, on the other hand, are telephone service operators/carriers in a given area.

Over half (65%) of email users believe that the ISP is most responsible for stopping the spread of online threats like malware, spyware, and spam, according to the 2010 MAAWG Email Security Awareness and Usage Survey. This puts the onus of securing such systems squarely on the service provider. An infected user base also translates to lower network quality and the risk of getting blacklisted.
